I just received a email that the Census Bureau has begun a listserv regarding ACS issues. As you are aware, the CB plans to have ACS replace the decennial Census "long form."

The first message from the "ACS alert" failed to include the information about the Federal Register notice of Jan 16, with responses due on March 20, regarding plans for full implementation of the ACS beginning in 2003.

WELCOME TO THE AMERICAN COMMUNITY SURVEY ALERT.
This is the first in a series of periodic e-mail messages to inform
you about news, events, data releases, Congressional actions, and
other developments associated with the American Community Survey.
The American Community Survey is the U.S. Census Bureau's new approach
for collecting accurate and timely socioeconomic and housing
information about our nation and its states, cities, and communities.
As part of the Census Bureau's plan to re-engineer the decennial
census, the American Community Survey will replace the long form in
2010. It will begin full implementation nationwide in 2003, pending
Congressional funding. It will give federal, state, and local
government officials, as well as the profit and nonprofit sectors,
data every year to evaluate programs and chart the future.

I agree with Peter and others who have written to support the CTPP list
service. I believe the cross pollination of ideas has been healthy. As
matter of fact, when I don't have time to read the emails at the office, I
print them and read at home!

Those who are leaving the list in a huff and peppering the rest of us with
their requests to be removed, instead of using the correct procedure to take
themselves off the list have misused the list far more than any participants
in the recent discussions.

The reason we use this list serve is to promote efficient communication and
exchange of ideas. List services are based on the premise of people having
the option to reply or using the information they find. If you don't like
it delete it, but don't stop using the service for your input may be
crucial to some future issue. By removing yourself from the group you
diminish the over knowledge base and the effectiveness of this service.

Neither you nor Bob owe anyone any apologies for anything you wrote -- not
in quantity and certainly not in quality. For those of us who are affected
greatly by the decisions about CTPP data, it is very helpful to understand
some of the background -- even the disputes -- about this very sensitive
issue. When I go back to my MPO Committees and Board to explain that we
will now have to spend several tens of thousands of dollars for an expanded
O-D study next year, I definitely want to be able to answer any questions
they may have -- especially because for the past three years, we have
anticipated receiving useful data from the CTPP.

I think a full and public airing of these issues is exactly the kind of
information which SHOULD be part of the discussions on this List; and to
those who left in a huff -- good riddance to narrow minds. My thanks to you
and to Bob for your candor, and I would appreciate it if you would continue
such discussions on the List where I can read them and try to better
understand the large and small issues involved.

I'm with John and Carlos on this. Personally, I've gotten a lot of good information from the emails. If the conversations go "private," we lose a purpose of the listserve, and lose a sense of community. I think the fact that there are disagreements and issues is important information in itself...maybe another strategy would be to take a deep breath, count to ten, and keep on talking.
