Dear Everyone -- I am just re-iterating Mike's note. Some of the reasons that we want the transportation community to pay attention to PUMA criteria are:
a. For Census 2000, the participation of transportation agencies in the PUMA delineation process was spotty, and therefore, the PUMAs defined in coordination with the CB's State Data Center program often were not useful for transportation planning, e.g. a county might be broken up into City A, City B and "rest of County" which looked like a cookie with 2 holes. The proposed criteria is to use census tracts and counties as the building blocks.
b. PUMAs used to be primarily used with the Public Use Microdata Sample (PUMS), but PUMAs are now an important tabulation geography which meet the Census Bureau's threshold for annual reporting from the American Community Survey. Since counties and places often do not meet the 1-year threshold of 65,000 population, using PUMAs provides a geographic coverage without holes.
I hope you will take this opportunity to provide your thoughts to the Census Bureau. And, when the actual delineation occurs, I hope that you will work together with your State's Data Center.

nesting, and PUMA contiguity criteria.
Proposed changes for 2010 PUMAs include:
§ Only one level of PUMA geography will be delineated (comparable to
the 5-percent PUMAs for Census 2000).
§ Each PUMA must have a population of at least 100,000 persons at the
time it is delineated, and must maintain a minimum population of
100,000 throughout the decade.
§ Each PUMA-county part must meet a minimum population threshold of
2,400 persons.
§ Counties and census tracts will be the only geographic “building
blocks” for 2010 PUMAs.

The CB does not recommend comparing an ACS based data set to a CB Long
Form based data set. The 2000 data represent a point in time estimate,
the ACS data represent a period estimate. Furthermore, the Census
Bureau recommends not comparing period estimates with overlapping years.

Answer: For the TAZ and TAD delineation, it is important to be able to use the TIGER files with the 2010 geography and 2010 population counts. The 2010 population counts will be released to the public on a flow basis starting in March 2011, so we have to wait until these data are available to begin TAZ and TAD delineation. If the 5-year CTPP using 2006-2010 ACS records will be tabulated for TAZs and TADs, the TAZ and TAD delineations need to be completed quickly and returned to the CB Geography Division (GEO) 3 months after the agencies receive their files (no later than July 2011).
This provides GEO with sufficient time to QC the submissions, produce the necessary files so that ACS records will get TAZ/TAD identifiers, and create TIGER/Line shapefiles for TAZ/TAD geography. If the TAZs and TADs
are not delineated within this time frame, the CTPP tabulation could be delayed for another year, that is, Fall 2013.
Question: are there strict thresholds on either residential population or workplace population?
Answer: No. The software will give a warning message, but will still allow you to define TAZs below the recommended "threshold." (The FAQ will include more discussion about this topic.)
We are working on an FAQ document on TAZs and will post it on the AASHTO CTPP page.

1. The Census Bureau Geography Division will need a block
equivalency file. Perhaps the CB geo staff can answer the question of
whether the TAZ Instruction will include a FILE LAYOUT for the output
files. If so, then it seems to me that you SHOULD be able to do the TAZ
delineation OUTSIDE of the MTPS TAZ module software, but it would NOT be
the PREFERRED method. The software has checking features, e.g.
completeness, contiguity, etc, such that if you make your own file using
the new TIGER files, it will not have the same quality control features.
2. What other purposes of "Census TAZs and TADs". The current
CTPP is funded to include the 3-year (2006-2008) tabulation and the
5-year (2006-2010) tabulation, but depending on how things go, future
3-year and/or 5-year CTPP tabulations are possible if someone wants to
pay for them. We think that the Census Bureau should have made a
consistent geographic tabulation unit for the 20,000 population
threshold (for the 3-year ACS), so that there could be complete
coverage, instead of the "swiss cheese" coverage using counties and
places, but they didn't and haven't. So, this is OUR opportunity to do
something about it, and maybe we can convince the CB that these units
could be an ACS 3-year tabulation geography in the future. The PUMAs
(100,000 population threshold) provide a consistent geographic
tabulation unit for the 1-year ACS, but how they have been defined has
not always been useful to transportation planners. As you know, PUMAs
were not designed to be tabulation units, but have become tabulation
geographic units in the ACS.
3. No one is required to define Census TAZs. If you think that
defining Census TAZs is too much work for the value you will get from
CTPP, you can just say to use census tracts, or block groups for CTPP.
However, we still would recommend that you define TADs, by combining
tracts, for the reason listed above.

Is there anything to prevent an MPO from creating their own shape files
for Census TAZ or Census TAD boundary/ Block Equivalencies assuming they
have already obtained 2010 TIGER boundary sets?
Also, we am planning a Census TAZ delineation workshop on February 7th
to discuss issues associated with nesting model TAZs within Census TAZs
given the relatively low populations of most of our MPO model TAZs. I
had hoped to acquaint people with the software environment prior to the
training sessions at the end of the month but understand that we are not
a testing state. I also expect a discussion of the complexities of
obtaining CTPP special tabulation data then needing to reallocate the
data to model TAZ geographies. Is there anything you can share with us
to assist in these areas? I have also received a question of what other
uses (besides the one-time use of obtaining CTPP data) the census TAZ
and TAD geographies have beyond the census year. LEHD On the Map comes
to mind... other uses?

I defined the pumas by myself and gave the definitions to Sue Ebetsch (SDC) and to Cats for their comments. No changes were proposed. Sue had prepared a file layout so she could paste Chicago into her Illinois file. There are some census tracts that are split by the city boundary. I have forgotten if pumas allow partial census tracts. I kept the same puma boundary definitions that were used in 1970, 1980, and 1990 because for me it was important to have:
1. No change over time so that one can calculate change.
2. That the pumas observe existing smaller geographies such as neighborhoods and community areas.
3. For statistical reasons, that the pumas be as homogeneous as possible.
The pumas were important for preparing the 2030 forecasts. Max Dieber from the Northeastern Illinois Planning Commission prepared the forecast and used among other things a socio economic model. He used the pumas for the geographic unit. Pumas were just the right size, not too small and not too big and they came with consistent data.
I foresee that the CTPP and the pumas will be more important in 2010 than before because economic development has become so much more important.

The use of puma level data differs greatly for rural areas where several counties are needed to make a puma to central cities that include several pumas. As a demographer for the City of Chicago, I used puma data regularly. Some years, a regional transportation agency (CATS) defined the pumas but in 2000 I did it. I felt that it was too important to the City’s planning department to leave this function to transportation planners. The SDC coordinator, Sue Ebetsch, was very helpful. All I want to say is that more than transportation planners have a stake in the puma definitions.

I am getting anecdotal remarks about whether or not SDCs have been open to working with the transportation data community, e.g. State DOTs and MPOs, about PUMA delineation. I think that if a few of you could provide some EXAMPLES of GOOD working relationships, maybe we can reduce the problems in the next round.
Some questions to consider:
After 2000, how did the SDC do outreach with the data community to get input into PUMA delineation?
What are the SDCs' plans for outreach for the next round?
Has the MPO or the State DOT participated in the SDC program as an affiliate?
Did the transportation data community participate in the 2010 Census tract delineation?
