Mr. Aryal:
It's just a guess, but the Bureau of Labor Statistics bases its current CPI
on the period 1982-1983. There's probably a link.

are determined by multiplying the base-year poverty thresholds (1982) by the
average of the monthly inflation factor. Does anyone can explain why this
particular year 1982 is taken as base year.

It might be related to the consumer price index from BLS. The current
base year(s) for the CPI is a 1982-1984 average annual.

I am not sure when we first started hearing about the accelerated
schedule, movign from October of 2012 to earlier in the year but here is
something that was in our Listserve Archive as recent as August. It is
a link to one of the posts from Census Geography telling us about the
Tiger files release with UA boundaries. It states, "Census Bureau plans
on releasing the 2010 TIGER/Line Shapefiles with the 2010 Census urban
area boundaries in the Spring of 2012"
