[CTPP] Adjusted Census Data

Chuck Purvis, MTC) The University of California, Los Angeles has created an ftp site for the recently released adjusted 2000 census data for all states at: http://www.sscnet.ucla.edu/issr/da/Adjusted/adjust_web.html. The Census Bureau does not support the use of the Adjusted 2000 Census Data. "The numbers were released pursuant to the order of the United States Court of Appeals for the Ninth Circuit in Carter v. Department of Commerce, 307 F.3d 1084. These numbers are not official Census 2000 counts. These numbers are estimates of the population based on a statistical adjustment method, utilizing sampling and modeling, applied to the official Census 2000 figures. These estimates utilized the results of the Accuracy and Coverage Evaluation (A.C.E.), a sample survey intended to measure net over- and undercounts in the census results. The Census Bureau has determined that the A.C.E. estimates dramatically overstate the level of undercoverage in Census 2000, and that the adjusted Census 2000 data are, therefore, not better than the unadjusted data. Accordingly, the Department of Commerce deems that these estimates should not be used for any purpose that legally requires use of data from the decennial census and assumes no responsibility for the accuracy of the data for any purpose whatsoever. The Department, including the U.S. Census Bureau, will provide no assistance in the interpretation or use of these numbers."

This exchange was between Mr Overberg of USA Today and Mr Clemings of the Fresno Bee. Also, the IRE is sponsoring a Census 2000 workshop in Columbia, Missouri on January 11-12 (the weekend before TRB annual meeting). The newest TIGER files contains PUMA/SuperPUMA boundaries: http://www.census.gov/geo/www/tiger/tigerua/ua_tgr2k.html Also, boundary files for both 1% and 5% PUMS files can be downloaded as shapefiles: http://www.census.gov/geo/www/cob/pu_metadata.html State data centers also should have maps since they helped define their PUMAs and Super PUMAs. And here let me plug the IRE/NICAR Census workshop Jan. 11-12 in Columbia, Missouri, where Steve Doig and I will take intermediate/advanced folks thru, among other things, the mysteries of PUMS and great journalism you can do from it. December 5, 2002 THURSTON REGIONAL PLANNING COUNCIL JOB ANNOUNCEMENT TRANSPORTATION PLANNING ENGINEER Thurston Regional Planning Council (TRPC) has an opening for a full-time Transportation Planning Engineer. TRPC is the Metropolitan Planning Organization for the Lacey-Olympia-Tumwater urban area, and the Regional Transportation Planning Organization for the Thurston County region. TRPC is progressive in its approach to transportation planning, working to integrate transportation and land use decision making processes, improve access and choice for all travelers, and maximize return on public transportation investments. The Engineer works as part of a multi-disciplinary team on transportation, land use, and environmental issues. The Engineer is a specialist on the transportation team, concentrating on travel demand forecasting, data analysis and interpretation, scenario evaluation, and air quality modeling. This position offers the motivated individual opportunities to develop and expand his or her professional capacities through research and development of innovative modeling applications that support the agency's transportation and land use programs, including but not limited to: integration of travel demand modeling with GIS analysis; creation of microsimulation model for regional corridor analysis using Paramix software; and integration of land use and transport analysis utilizing UrbanSim through an established partnership with the University of Washington and Puget Sound Regional Council. REQUIREMENTS: A BA or BS in traffic or civil engineering, transportation planning, urban planning, or a related field is required, as well as substantial experience in all aspects of transportation modeling. A Master's Degree in Transportation Engineering, Urban or Regional Planning, or a Professional Engineering license is preferred, as is demonstrated experience with EMME/2. Working knowledge of transportation planning and growth management concepts and practices is highly desirable. COMPENSATION: Hiring Range: $3,898-4,241per month depending on qualifications Full Salary Range: $3,898-5,166 per month TRPC provides generous annual leave and employer-paid medical and dental coverage for its employees.
