The results of our analysis have been published in a Federal Register Notice which was released today. Below is a copy of the announcement regarding how you can access the notice and provide comments. At the conclusion of the 60-day Federal Register Notice open period, the Census Bureau will evaluate all comments received -- including any further correspondence you provide as part of the public comment period -- and make a final recommendation to OMB on the removal of any content from the questionnaire. We will notify you of the final recommendation. Census ACS Office has done a reasonable job here. My take-away from the presentation I attended a few days ago is: The questionnaire reduction candidates (questions on the way out) are those with no federal use. If you have particular state government uses, metro planning uses, or academic uses for any particular questions, you might want to write a letter during this comment period. [CTPP] APDU webinar on 2020 Census Design

On October 22, the Association of Public Data Users (APDU) http://apdu.org/ hosted a webinar on Census Bureau activities related to the 2020 Census. Deirdre Bishop, Senior Advisor, Administrative Records and Data Linkage at the Census Bureau spoke. The main objective is for the 2020 Census to cost LESS per housing unit than the 2010 Census, while retaining data quality. To do this, the Census Bureau identified the major cost drivers and has identified 4 key targets: 1. Address canvasing a. Goal is to limit the field work to checking of only 20% of housing unit addresses, with the remaining 80% done using computer (Internet) resources and other shared files b. Want to use files from local governments, tribes, and/or third party commercial vendors c. Hope to save $1 Billion compared to 2010 2. Increasing self-enumeration a. 2010 Census did not promote internet response. Internet response will be very important for the 2020 Census. Estimate 55% will use Internet response, based on current response to ACS b. Estimated saving of $548 million, not having to do data capture of paper forms c. Questions that need to be addressed: i. Can people respond without having a unique ID code sent to them in advance (type in their address on the computer) ii. Can people provide to the CB their preferred contact mechanism in advance, e.g. email, text iii. Can addresses be submitted by respondents and have real time matching and geocoding 3. Using Administrative records a. Hope that using administrative records can remove vacant and deleted housing unit addresses in advance, and reduce Non-Response Follow Up (NRFU) by 12%. b. Estimate $1.23 Billion in savings c. Questions that need to be addressed: i. Will CB get permissions to use these (various) administrative records as part of decennial census ii. What about proxy responses? E.g. neighbors iii. What will the public perception be if administrative records are used 4. Reengineering field operations a. Plan to reduce the number of personal visits from 6 to 3 visits per housing unit address. b. Plan for 75% of enumerators to use their own device (BYOD) for enumerating c. Supervisors will have electronic access to enumerator workloads and be able to adjust d. Considering alternatives to field staff structure APDU has always been a great resource, especially on decennial census and American Community Survey activities, especially for those of us who do not attend the American Statististical Association (ASA) meeting at the Joint Statistical Meetings (JSM). [CTPP] ACS Content Review

I am on one of the community groups under the ACS Data Users organization, http://www.acsdatausers.org, and a post just came through about the ACS content review. It may be of interest to some so I am re-posting. "Possible changes to ACS Questionnaire The Census Bureau is considering changes to the ACS questionnaire, potentially dropping questions on field of degree and marital history. See: http://1.usa.gov/1v7N3p6 for more info. A Federal Register notice will be issued soon, where data users can provide comments." I checked out the link and the slides posted and although I did not follow the quadrant analysis that got to the answer, I did understand slide 16 which listed the questions that are to be candidates for removal. Fortunately I did not see any of the direct transportation questions on the list. We just have to wait for the Federal Register notice which is due out any time now. Also, if you are not part of the ACS Users Group you might consider joining. Its free and a good way to stay plugged in. http://www.acsdatausers.org/ -- Ed Christopher

RESPONSIBILITIES: The Travel Demand Modeler will perform a full range of highly technical and advanced professional transportation planning assignments and activities related to travel demand modeling and forecasting, including developing and maintaining models to forecast future travel demand, evaluating transportation system performance, providing technical expertise in analyzing travel demand model alternatives, and assessing the relationships between transportation, land use and environmental impacts. As an important member of the transportation planning team, the Travel Demand Modeler will utilize demographic, social, economic, physical, fiscal, land use, travel, traffic, modal, and environmental data to provide in-depth statistical analyses on a variety of transportation planning issues, and to develop, analyze, evaluate and participate in urban, rural, and regional transportation system development projects and plans. The Travel Demand Modeler must be able to work as a collaborative team member, possess excellent verbal and written communication skills, handle a high volume of work in a busy and demanding environment, effectively prioritize and handle multiple projects simultaneously, and actively contribute to the success of those projects. Accuracy and timeliness in completing assignments is extremely important. The Travel Demand Modeler will routinely prepare written materials, presentations, reports, charts, tables, maps, and other graphic materials as needed to contribute to the success of a project by using word processing, spreadsheet, presentation, database analysis, or geographic information system software, the Internet, and electronic mail. The Travel Demand Modeler will also perform related work, as required and as directed. SALARY: This position offers a very competitive salary, dependent upon qualifications and experience, as well as a comprehensive benefits package and an excellent career opportunity for the right individual. MINUMUM QUALIFICATIONS: Graduation from an accredited college or university with a Master's degree in transportation, urban and/or regional engineering, or closely related field, combined with a minimum of five years of advanced professional experience directly applying travel demand models and preparing socioeconomic forecasts. Requires a thorough knowledge of travel demand model specification and development, model calibration and validation, network coding and updating, transit access representation and coding, and socioeconomic, demographic, and GIS analysis; or an equivalent combination of education and directly related travel demand modeling experience that provides the required knowledge, skills and abilities. Familiarity with TransCad, TranSims, traffic simulation and GISDK scripting strongly preferred. The successful candidate will also possess excellent oral and written communication skills, be highly proficient in all Microsoft Office applications, be extremely detail-oriented, have access to reliable transportation and possess a valid Iowa driver's license.
