Areas, attached cheatsheet may be helpful. FHWA and AASHTO developed the
cheatsheet using Washington, DC ? VA ? MD Urban Area as an example to
assist transportation planners get Urban Areas population by County using

So yes, is the answer. The data should be less spotty than the 2000 data for several reasons, one is that the matrix is for all geos of the given level (i.e., you can ask for a flow from a tract in CA to one in KS - and if there is sufficient data you will get it), and another reason is that there is a methodology to privacy protect the data so it can be produced without so much suppression. Some of the data will be perturbated - it will be abundantly clear which, and the totals will not match for data of a similar area, but there will be data.
The data is expected in Mid-2013
