The standards for defining CBSAs are given in the Dec. 27, 2000, Federal
Register Notice, available on the Census Bureau's website at
http://www.census.gov/population/www/estimates/masrp.html. To determine if
a county qualifies as an outlying county in a CBSA the following test is
employed:
Section 3. Outlying Counties
A county qualifies as an outlying county of a CBSA if it meets the
following commuting requirements:
(a) at least 25 percent of the employed residents of the county
work in the central county or counties of the CBSA; or
(b) at least 25 percent of the employment in the county is
accounted for by workers who reside in the central county or counties
of the CBSA.
A county may appear in only one CBSA. If a county qualifies as a
central county of one CBSA and as outlying in another, it falls within
the CBSA in which it is a central county. A county that qualifies as
outlying to multiple CBSAs falls within the CBSA with which it has the
strongest commuting tie, as measured by either (a) or (b) above. The
counties included in a CBSA must be contiguous; if a county is not
contiguous with other counties in the CBSA, it will not fall within the
CBSA.
The numbers used in this test come from the 2000 County-to-County Worker
Flow Files, available on the Census Bureau's website at
http://www.census.gov/population/www/cen2000/commuting.html. The number of
employed residents is calculated by adding up all counts of individuals in
the 2000 County-to-County Worker Flow Files where the county in question is
listed as the county of residence. Similarly, county employment is
calculated by adding up all counts in the 2000 County-to-County Worker Flow
Files where the county in question is listed as the place of work. If you

Aside from the release of the CTPP data on CD - are there any plans to have it accessible via an FTP server? Serving up the raw data that we can process ourselves without the need of the CTPP tool?

As of Friday, July 18, several more CTPP Part 1 CDs were mailed to State DOTs and MPOs.
These are: NY, FL, TX, AZ, NV, NC, CO and WA.
Previously, OR and CA were mailed. Unfortunately, there is a problem with the CA files for counties with TAZs defined. The TAZ level data is all zero on the CD. This affects data for the following MPOs :
Butte County Association of Governments
Council of Fresno County Governments
Kern County Council of Governments
Merced County Association of Governments
Metropolitan Transportation Commission-Oakland
Sacramento Area COG
The Census Bureau is discussing with us the most appropriate way to resolve this problem and we will get it resolved very soon!

The most important things to remember are:
(1) create a folder on your hard drive for where you want to store your CTPP work
(2) change the DATA path to d:/ (2 digit state abbreviation), e.g. d:/CA where d: is the CD drive , and California is the state;
(3) change the SESSION path to the location you created in step 1 above.
and (4) "create a session" in the browser.

Greetings from hot Southern Colorado,
I am wanting to do address geocoding using Census TIGER line files, and I am
not sure what will be the easiest, most efficient, most cost-effective
method.
As far as available resources, I have access to ArvGIS 8.2, and Arcview 3.1.
Can anyone at least outline steps that I might use to accomplish this. I
have been informed that ArcGIS has a Tiger reader extension, that converts
TIGER data to shapefiles.

The Commerce Department's Census Bureau today released new housing and
journey-to-work data for 13 metropolitan areas. The 2002 American
Housing Survey, sponsored by the Department of Housing and Urban
Development, includes statistics on such journey-to-work topics as mode
of transportation, departure time for work, travel time and distance
from home to work. Also included is information on housing topics: for
example, presence of refrigerators, microwaves and air-conditioning;
number of rooms; housing deficiencies.
Note: This is not the CTPP data and according to the Census Bureau
staff the 2002 AHS tables should be posted sometime next week. Complete
information on the AHS including data from the previous years can be
found at http://www.census.gov/hhes/www/ahs.html
The 10 of the 13 areas included in the 2002 survey that I could identify
were Dallas, Buffalo, Anaheim-Santa Ana, San Diego, Riverside-San
Bernardino-Ontario, Charlotte, Miami-Fort Lauderdale, Kansas City,

All,
Elaine Murakami brought to my attention that the most current TRB E-letter (which I don't receive) made a reference to the CTPP, which gave readers an impression that CTPP is BTS' product. The exact wording in the news letter is "The Bureau of Transportation Statistics' Census Transportation Planning Package is available now." This, of course, is wrong.
Tom Bolle, who is BTS' TRB representative, helped me to contact the editor of the E-news letter. We found out that what happened was an honest mistake made by him. When he browsing through BTS web site, he saw the CTPP 1990 CD download (in zipped form) site. He assumed that CTPP was BTS' produce and included it in the news letter without checking with us. He has promised to correct it right away.
I sincerely apologize for any misunderstanding that this error might have caused.
