STAKEHOLDERS URGE LAWMAKERS TO SUPPORT CENSUS BUDGET PLUS: Brookings Sponsors Census Forum on Hill; Census Bureau Rejects Change in Prisoner Count; and more. A diverse group of organizations sent a letter last month to members of the House and Senate Appropriations subcommittees that fund the Census Bureau, expressing support for the Presidents proposed Fiscal Year 2007 (FY07) budget for the 2010 census and American Community Survey. Organized by The Census Project, stakeholders told lawmakers that the Presidents request of $878 million for the bureau represents the minimum needed to ensure effective preparations for the decennial count and comprehensive data collection in the American Community Survey. The letter highlighted the shift from planning to preparation activities for the 2010 census, including finalizing questionnaire content; preparing for the 2008 Census Dress Rehearsal in San Joaquin County, California, and the Fayetteville, North Carolina, region; developing the technological framework for data processing and field data collection; and completing modernization of the digital mapping system (TIGER). The American Community Survey (ACS), stakeholders wrote, is one of the most prudent investments the government can make in sound planning and program development and evaluation. Insufficient funding, they cautioned, could force the Census Bureau to drop group quarters coverage or reduce sample size, placing a complete transition from the census long form in jeopardy. The letter also mentioned the need to fund final preparations for the 2007 Economic Census and Census of Governments, and noted concerns about the Administrations proposal to terminate the Survey of Income and Program Participation before development of an alternative program. Seventeen stakeholder organizations, representing local governments, scientific disciplines, civil rights and ethnic community advocates, and housing interests, signed the letter. Commerce Secretary defends Census Bureau budget before House funders: Secretary of Commerce Carlos Gutierrez testified before the House Appropriations Subcommittee on Science, State, Justice, and Commerce on April 5, in support of the departments $6.1 billion budget request for FY07. The proposed budget, Gutierrez said in his written testimony, reflects both the Administrations commitment to promote and sustain economic growth and opportunity, and the need to restrain discretionary Federal spending. The Secretary said each of the departments agencies supports one of three strategic goals. The Census Bureau and the Bureau of Economic Analysis (BEA), both part of the Economics and Statistics Administration (ESA), advance the goal of provid[ing] the information and tools to maximize U.S. competitiveness and enable economic growth for American industries, workers, and consumers. The Administration requested $80.5 million for ESA headquarters and BEA, which publishes key data on the nations economy, including the Gross Domestic Product. The Census Bureau, Gutierrez told appropriators, serves as the leading source of quality data about the Nations people and economy. The Secretary noted that the 2010 census comprises the largest component of the bureaus $878 million proposed budget, a trend that will continue through 2010 because of extensive planning, testing, and development activities related to the short form. The Secretary is tentatively scheduled to testify before the Senate Appropriations Subcommittee on Commerce, Justice, and Science early next month. Brookings highlights importance of census to Congress: The Brookings Institution, a Washington, DC-based think tank, hosted the first in a series of briefings on Capitol Hill to educate congressional staff and other stakeholders about the importance of an accurate census. The briefing, called The Road to the 2010 Census: Implications for Apportionment, Redistricting, and the Economy, was organized in conjunction with the House Subcommittee on Federalism and the Census, which oversees the Census Bureau. U.S. Chief Statistician (Office of Management and Budget) Katherine Wallman chaired a panel presentation on the nuts and bolts of the census process and why an accurate census is important for congressional apportionment, redrawing legislative districts, and decision-making in the private sector. Preston Jay Waite, Associate Director for the Decennial Census, reviewed the status of planning for Census 2010. Content for the census and ACS must be finalized by January 2007. Compared to the 2000 census, Mr. Waite said, the Local Update of Census Addresses (LUCA) program will begin earlier and give more time for local officials to review preliminary address lists; LUCA will be completed by October 2008, so that census workers can begin block-by-block canvassing to confirm addresses. Joseph Salvo, Population Division Director in New York Citys Department of City Planning, focused his remarks on what he called the sizable and growing number of housing units in communities of all sizes for which traditional mail-out/mail-back enumeration does not work well. Dr. Salvo described multi-unit homes and apartment buildings without separate apartment numbers for each unit, often in areas with sizable immigrant populations. He suggested an alternative counting method, called Update/Enumerate, in neighborhoods where this type of housing is pervasive. In Update/Enumerate, a version of which the Census Bureau has employed previously in areas with non-traditional housing such as Indian reservations, census takers go from building to building with an address list, correcting the list as necessary and enumerating each unit as they go. Mr. Waite acknowledged the value of alternative approaches, but cautioned that Update/Enumerate is far more expensive than collecting information by mail and that the Census Bureau must effectively identify and target neighborhoods where difficult address situations are clustered in order for the method to work. Cathy McCully, chief of the bureaus redistricting office, discussed the five-phase program for meeting legal requirements (Public Law 94-171) to provide states with detailed census tabulations used in redistricting. Michael Carliner, Staff Vice President for Economics at the National Association of Home Builders, described the important uses of ACS data in the private sector, including analysis of investment and growth opportunities, labor markets, consumer demographics, and housing needs. John Cuaderes, staff director of the census subcommittee, told the audience that it is Congress obligation to ensure an accurate census in 2010. The subcommittee, chaired by Rep. Michael Turner (R-OH), is reviewing federal funding formulas that rely in whole or in part on data from the old census long form, to help authorizing committees develop new legislative language that would tie funding to ACS data instead. Mr. Cuaderes urged census stakeholders to work together in support of adequate funding for the census and the ACS and to contact legislators with influence over the budget process. Census Bureau rejects change in prisoner count: The Census Bureau has concluded that changing the way it counts prisoners in the census would result in increased cost [and] decreased accuracy for a possibly large proportion of millions of individuals confined on Census day, according to a report released in February. Such a change could also have a negative impact on the count of other so-called Group Quarters, such as college dorms and military barracks, the report said. The report, Tabulating Prisoners at Their Permanent Home of Record Address, was prepared at the request of Congress in the bureaus 2006 funding bill. Under current Census Bureau rules, inmates are counted at the facility where they are incarcerated. The bureau estimates there will be 2.6 million people (adults and juveniles) in federal, state, and local correctional institutions in 2010. The Census Bureau would need specific address information in order to include prisoners in block-level census counts used for redistricting. The Census Bureau considered two methods for enumerating prisoners at their pre-incarceration address: compiling the necessary data through administrative records or interviewing all inmates individually. Administrative records from the Justice Department and local correctional facilities are incomplete, inconsistent, and not updated, the bureau found; some prisoner records do not contain complete addresses or addresses that match the census Master Address File. The Census Bureau determined that it would have to individually interview all prisoners, which would require extensive coordination with corrections officials and special procedures to ensure safety and confidentiality. In addition, the bureau concluded, it would have to verify all addresses that do not match its master address list and also would have to interview residents of the address provided to confirm that the prisoner is somehow related to that household. It would cost $250 million to interview all prisoners, the bureau estimated. According to the report, the Census Bureau enumerated about two million prisoners in 2000 through a combination of special questionnaires used in Group Quarters (called an Individual Census Report) and administrative records. The bureau authorized and trained staff at many correctional facilities to help administer the count. The report noted that, There is no generally agreed-upon definition of permanent home of record. In 1990 and 2000, members of the armed forces and federal civilian employees stationed overseas during the census were counted at their home of record for purposes of congressional apportionment only, using administrative records from federal agencies. Home of record in the military indicates where the service member lived when he/she enlisted, often many years in the past. Congress grappled for several years with the question of where to count this population before the House of Representatives approved a bill to include overseas military and federal personnel at their home of record in the state population totals used for apportionment. Rep. Jose Serrano (D-NY), a member of the appropriations panel that funds the Census Bureau, said in a press release that the report had not evaluated all options fully. This Census report ignores a central tenet of the Census Bureaus mission: to provide an accurate picture of our nation, the congressman said. Counting prisoners at their pre-incarceration address is important, he said, because their home communities must help released prisoners reintegrate into society [and] assess their funding priorities. Rep. Serrano criticized the report for only examin[ing] one option for implementing this alternative counting process and for not analyz[ing] several lower cost possibilities. The congressman also said he believed that implementing a fair and precise census is worth the cost. The Brennan Center for Justice at New York University School of Law, an advocate of counting prisoners at their pre-incarceration address, also criticized the bureaus report, saying the Census Bureau focuses primarily on the most burdensome and expensive way to collect information. The Centers executive director, Michael Waldman, said the report shows either short shrift in a work product, or a shocking lack of creativity and vision. The Centers Criminal Justice Program submitted its own report to the bureau in February, Home in 2010: A Report on the Feasibility of Enumerating People in Prison at their Home Addresses in the Next Census. The document suggested several methods for determining a home address for inmates, including administrative records, distributing census forms to prisoners, conducting interviews if necessary to ensure complete information, and counting people who do not have a home address at the correctional facility. Significant Census 2010 contracts awarded: The Census Bureau has awarded several major contracts covering field data collection and data processing for the 2010 census. The agency awarded a five-year, $600 million contract to a team led by Harris Corporation, for development of hand-held computers that census takers will use to collect information from households requiring personal visits. Harris, which also is responsible for updating the digital geographic mapping system (TIGER), is teaming with Unisys, Accenture LLP, Sprint, Dell Computer Corp., Oracle, and other companies to supply the IT infrastructure, support services, hardware and software for the Field Data Collection Automation Project. Under a separate contract, Microsoft Corporation will provide mobile-phone software for 500,000 handsets to be used by enumerators in the field. The Census Bureau has also started reaching out to advertising and public relations companies in anticipation of developing its campaign to promote the 2010 census. The bureau met with industry representatives in February to discuss objectives for a census promotion and outreach campaign and to better understand current industry practices. The Census Bureau has not said when it will issue a Request for Proposal or how much the contract would be worth. Advertising powerhouse Young & Rubicam led the promotion team in 2000 under a contract worth about $100 million. Census advisory committee spring meetings: The Census Bureaus five Race and Ethnic Advisory Committees will meet on April 26 28; the 2010 Census Advisory Committee will meet on May 11 12. The Census Advisory Committee of Professional Associations is scheduled to meet on May 18 19. All meetings are open to the public. PRESIDENT SENDS FY07 BUDGET TO CONGRESS PLUS: ACS Spared From Budget Cuts in 2006; Census Dress Rehearsal Sites Set; and more President Bush sent his detailed Fiscal Year 2007 (FY07) budget proposal to Congress on February 6, setting in motion the process for funding federal programs starting October 1, 2006. The budget seeks $878.2 million for the Census Bureau, nearly a ten percent increase over this years funding level of $801.9 million but less than one percent more than the President requested for Fiscal Year 2006 (FY06). A year ago, the President requested an 18 percent increase for the Census Bureau from 2005 to 2006. In a statement on the Presidents budget, Commerce Secretary Carlos Gutierrez said the increase requested by the Administration will help reengineer the collection of basic census data to meet constitutional and legal mandates in preparation for the 2010 Decennial Census, implement the American Community Survey to obtain detailed annual data, and modernize the Bureaus geographic database. The overall request of $6.1 billion for the Commerce Department, the Secretary said, maintains the Departments priorities of promoting job growth and U.S. competitiveness while also restraining discretionary Federal spending. The Administration requested $511.8 million to continue planning the 2010 census, an increase of $64 million (about 14 percent) over the FY06 appropriation of $447.8 million. The three components of a reengineered decennial census focus on reducing operational risk, improving accuracy, providing more relevant data, and containing cost, the budget documents said. The Census Bureau will continue planning and testing a census that collects only basic demographic data needed to fulfill constitutional and legal mandates; implementing the American Community Survey (ACS) to replace the traditional census long form; and updating its geographic database (Master Address File and TIGER digital mapping system) and aligning map features with Global Positioning System coordinates. In FY07, the Census Bureau will prepare for the 2008 Census Dress Rehearsal, developing software, hardware, and telecommunications infrastructure for Local Census Offices, technology to assist with address canvassing before the dress rehearsal starts, and data processing systems. The Census Bureau is also required by law (Title 13, U.S.C.) to submit proposed topics for 2010 census questions to Congress by April 1, 2007, three years before Census Day. Because there will not be a long form in 2010, the Census Bureau will likely submit topics for the short form and finalize questions for the American Community Survey. The Presidents FY07 budget does not specify the amount of 2010 census funds to be used for the ACS; however, other Census Bureau documents indicate a proposed appropriation of roughly $180 million for the survey. The first American Community Survey estimates for places of 65,000 or greater population will be released this summer. Congressional district level data will be available in August 2007. The Census Bureau added group quarters to the survey for the first time this year. The Administration is seeking $73.7 million for the MAF/TIGER Enhancements Program, less than the program received in 2006 due to anticipated completion of MAF and TIGER database modernization and consolidation this year. The budget calls for correcting geographic locations in an additional 690 counties in 2007 as part of the multi-year effort to improve TIGER accuracy. Funding for the decennial census is part of the Periodic Censuses and Programs (Periodics) account, one of two main funding categories for the Census Bureau. The Presidents budget seeks $694.1 million for Periodics in FY07, an increase of $87.7 million over FY06. The Periodics account covers activities related to the census, intercensal population estimates, and other cyclical programs. Economic statistics: In 2007, the Census Bureau prepares for the quinquennial Economic Census and Census of Governments, taken in the years ending in 2 and 7. The data is collected in early 2008, reflecting 2007 activities and information. The President requested $82.4 million for the Economic Census, an increase of $15.0 million over FY06, to print questionnaires, develop processing systems, begin outreach to the top 500 companies, and create a mailing list. The Economic Census, funded through the Periodics account, covers the manufacturing, mining, retail and wholesale trade service, construction, and transportation industries. The second main funding category for the Census Bureau is Salaries and Expenses (S & E). The budget proposes $184.1 million for S & E, $11.5 million less than this years appropriation of $195.5 million. The S & E account covers ongoing surveys to collect important demographic, economic, and social data. The President did not request funds for the Survey of Income and Program Participation (SIPP), signaling the Census Bureaus intention to significantly restructure its data on income and poverty. No further details are available at this time, but the Census Bureau will continue to measure income and poverty through the Current Population Survey and the American Community Survey. The Census Bureau is one of two statistical agencies under the purview of the Commerce Departments Economic and Statistics Administration (ESA). The second agency, the Bureau of Economic Analysis (BEA), produces key economic statistics, including Gross Domestic Product, that support U.S. monetary and fiscal policies, trade negotiations, business planning, and personal savings and investment decisions. The President proposed a budget of $76.5 million for BEA in FY07, an increase of $1.2 million over the FY06 funding level of $75.3 million. The request will allow BEA to continue to produce some of the Nations most important economic statistics and to preserve the significant advances made by BEA over the past 5 years, according to a statement from the agency, but does not include money for any new initiatives in 2007. 2006 Funding Recap: "We also have funded the Census Bureau at $812 million, which allows the census to move forward with the 2010 census. The census is America's database, and we need to keep it contemporary." U.S. Senator Barbara Mikulski, 11/16/05 I am especially pleased that we were able to fund the Census Bureau at the higher House level. This will allow for the continuation of the important American Community Survey which provides accurate, up-to-date information on housing, demographic and socioeconomic conditions in our country. U.S. Representative Jose Serrano, 11/9/05 Congress gave final approval in November to the Census Bureaus funding bill for Fiscal Year 2006, sparing the agency from deep budget cuts proposed earlier in the year by the Senate. President Bush signed the Science, State, Justice, Commerce, and Related Agencies Appropriations Act into law on November 22 (Public Law 109-108). The spending bill allocated $812.237 million for Census Bureau programs, $65 million less than President Bush requested for the fiscal year that began October 1. The Census Bureau received enough money to continue fielding the American Community Survey (ACS) for a second year and to add group quarters to the survey for the first time. However, an across-the-board rescission that applied to all discretionary programs in the bill reduced that amount by 0.28 percent. Congress further reduced funding for all discretionary programs by one percent when it passed the Defense Appropriations measure in December. During debate on the final conference bill (H.R. 2862), House appropriations subcommittee Chairman Frank Wolf (R-VA) said the funding increase for the Census Bureau would result in more accurate and timely census data. Many lawmakers in both chambers highlighted their concerns about funding levels for law enforcement and anti-drug programs, perhaps foreshadowing continued competition for scarce resources in the Science/Justice/Commerce account in future years. Last June, the House approved an amendment that shifted $20 million from the Census Bureau to local law enforcement and international interdiction programs to fight the growing use of methamphetamines. 2008 Dress Rehearsal set for CA and NC: The Census Bureau will conduct a dress rehearsal for the 2010 decennial census in San Joaquin County, CA, and a nine-county region including and surrounding Fayetteville, NC, in 2008. The California site, just south of Sacramento, site of the 1998 dress rehearsal, was chosen as representative of an urban location with a multilingual population and an assortment of group quarters housing, the bureau said. The North Carolina site represents a mix of both [sic] urban, suburban and rural areas and has two military bases. The counties of Chatham, Cumberland, Harnett, Hoke, Lee, Montgomery, Moore, Richmond and Scotland are part of the NC site. Census Director C. Louis Kincannon called the traditional dress rehearsal an opportunity for the Census Bureau to conduct an operational test of the overall design for the 2010 Census. While we have tested certain parts of the plan, the dress rehearsal is our first opportunity to see how well all of the pieces fit together. House panel plans more oversight in 06: The House Subcommittee on Federalism and the Census will conduct a series of hearings this year, including some in the field, to monitor planning for the 2010 census, according to a top congressional staffer. Speaking at the quarterly meeting of the Council of Professional Associations on Federal Statistics in December, John Cuaderes, the panels staff director, said the hearings would especially focus on the use of new technologies in 2010 and the role of contractors in developing infrastructure for census operations. Other possible hearing topics include the Local Update of Census Addresses (LUCA) and Post Census Local Review programs; modernizing and updating census address lists and digital maps; and enhancing the American Community Survey to track Hurricane Katrina evacuees, a particular interest of subcommittee Chairman Michael Turner (R-OH). Mr. Cuaderes also told meeting participants that congressional overseers are discussing the establishment of an independent board to monitor the 2010 census, a proposal reminiscent of the Census Monitoring Board created in the late 1990s. An independent panel could be a useful tool, Mr. Cuaderes said, but the composition would be fairer than its 2000 census predecessor. The eight members of the previous monitoring board were appointed in equal numbers by President Clinton and Republican leaders in Congress, with co-chairs from each political party. Commenting on the uphill battle to secure adequate funding for the Census Bureau in 2006, Mr. Cuaderes predicted that the American Community Survey would be vulnerable to budget cuts in Congress for another six years. He urged stakeholders to develop a comprehensive, coherent stratgey for educating lawmakers about the surveys importance. Hi Everyone, On January 26th, the Census Bureau published new 2004 American Community Survey (ACS) means of transportation tables, by workplace geography. Means tables by workplace geography are only currently available for the 2004 ACS, and only for geographic summary levels with 250k+ in population. Additionally, group quarters information is excluded. Data for 2005 and beyond (appropriations-dependent) will be published for areas with 65k+ population (including PUMAs) on a yearly basis. Areas between 20-65k will be released with 3-year-averaged data, and areas <20k population (including census tracts and block groups) with 5-year-averaged data. ACS group quarters data collection for the U.S. and Puerto Rico began in January 2006. [CTPP] New report on (Bay Area) disability trends, based on the American Community Survey

TO: CTPP-News Listserv This item may be of interest to transportation planners interested in disability statistics from Census 2000 compared to the American Community Survey. The bottom line is that if you are interested in disability statistics, stick with data from the 2003-to-current ACS. The working paper also suggests other national databases that might provide useful information on national/statewide/metro area disability statistics. The Metropolitan Transportation Commission has just released a report entitled "Disability in the San Francisco Bay Area: Comparing Data Between Census 2000 and the American Community Survey 2000-2004." This is the very first in a long series of possible working papers and data summaries to be based on data from the US Census Bureau's American Community Survey. The abstract from this working paper discusses the purpose and intent of the study: As a characteristic of the general population, disability rates determined by the U.S. Census should not vary much year to year or survey to survey. This paper examines disability data from Census 2000 and the American Community Survey (ACS), years 2000-2004, for the 5 San Francisco Bay Area primary metropolitan statistical areas (PMSA). For most of the PMSAs, statistically significant differences exist between Census 2000 and ACS disability data, particularly for the go-outside-home and employment disability items. Differences in sampling technique, sampling instruments, and information reporting between Census 2000 and ACS data that might account for this variation are discussed. Census 2000 data shows 1.1 million disabled persons (any type of disability) residing in the ninecounty Bay Area. This is 17.6 percent of the Bay Area's population (age 5+). This compares to the 2000 American Community Survey that shows 0.8 million disabled persons (13.1 percent) in the Bay Area. ************************************************************** Charles L.
