Hello all--
I apologize for the confusion regarding the start of the 120 days in which PSAP participants have for the delineation phase. The 120 days starts upon receipt of materials. This ensures that updates are returned to the Census Bureau by (roughly) late May (if not sooner), which permits us sufficient time to review and upload updates into the TIGER database.
120 days from the date of the last training webinar is June 28, which is the Census Bureau's internal deadline to ensure that we stay on schedule for updating TIGER and then producing materials to send back to you to review during the PSAP verification phase.
We appreciate your participation in PSAP, the time you spend reviewing and updating PSAP entities, and returning materials to us within 120 days of receipt. We could not carry out this program successfully without your time and effort.

Hi Megan,
If you are listed as the primary participant for one or more counties, contact your district office to see when you should expect it or let them know you haven’t received it.
There isn’t really much information in that you can’t find on the website now, so you can get started without having the letter. My package included the following:
* Intro Letter with
* SWIM code (used for submitting completed counties)
* List of counties for which our MPO is primary participant
* Postcard to send back if you plan to make changes to the Census 2020 preplan.
* Printed List of blocks and tracts by county that were changed in the Census 2020 preplan
* Quick reference guides (census tracts, block groups, CDP, CCD, gups download)

I was told the opposite - 120 days from end of webinars. However that didn't come directly from the Census. I contacted the Philadelphia office and asked for clarification and they said, "the official language is that it is from the reciept of package. While we would like to recieve everything by then nothing will be considered late until 120 days from the last webinar."
