this was a splendid effort by Kevin and Ed. Ed's full history is in publication. Also, John Fischer who has a Brief insert in this TRNews series commemorating the 50th anniversary of the 1962 3C Act. But more significantly John has produced an absolutely superb piece as background that the Bipartisan Policy Center did on the federal role.
