Hi Manny- Yes and no, I think. Census SDC Network has a few levels of involvement: * SDC Lead Agencies, only 1 per state, usually the state demographer or equivalent. * SDC Affiliates - maybe Mid-America Regional Council is one of these? * And, sandwiched between, you can ask for a "promotion" to SDC Coordinating Agency - a commitment to assist the public in your area access the Census data. In my experience, this has not been substantially more responsibility than being an Affiliate. Re: embargo access. Embargo access program was restarted this past spring. If you want embargo access, it's not impossible. You WILL NEED (1) the written support of your state SDC Lead Agency; (2) Census will look to see that you are a SDC Coordinating Agency or a CIC. Finally, (3) fill out the form at https://registration.tco.census.gov/sdc_cic_fscpe.jsp That item #3 is last. You'll need to take care of #1 and #2 before you submit the electronic request.
