April.. The 2010 Redistricting data as released by the Census Bureau is based on the January 1, 2010 governmental unit boundaries as reported in the 2010 Boundary and Annexation Survey. What USA Today is saying is that the comparison for Place A does NOT take into account any boundary changes (ie: the 2000 data is based on January 1, 2000 boundary and the 2010 data is based on the January1, 2010 boundary). If there is a new incorporation for 2010 (ie: the place did not exist in 2000), then they do not provide a comparison. Now I am exploring AF2 and I want to ensure I understand what boundary, 2000 or 2010, the population count refers to before doing additional analysis. Can anyone confirm that the Redistricting data just released for 2010 population counts for municipalities/localities is based on 2000 or 2010 municipal/local boundaries? Apologies for any confusion. Census 2010 data is reported for boundaries in effect 1/1/2010. We were trying to warn our users that such boundaries might differ quite a bit from the Census 2000 boundary, the basis of the Census 2000 population and comparison we report. In a separate data product we are producing just for journalists, we did compute new Census 2000 totals for Census 2010 tracts to adjust for boundary changes and boost comparability.
