However, do we know whether any non-population-density criteria were
included in the final criteria? Other than the airports that were used
the last time around.

The question we have in KC is what does this do to areas that were divided into two
urbanized areas in 2000 but had been part of one urbanized area prior to that. The new
small airports and impermeable surface criteria would now allow the two areas to be
rejoined (we think, anyway), and this seemed to be the favored option under the initially
released criteria. Our understanding is that under the revised criteria after public
comment, they would remain separated.
Is our understanding correct?

All,
Please note than when population growth and redistribution results in large
"urban agglomerations" of continuously developed territory encompassing
urban areas that were defined as separate urbanized areas (50,00 or more
population) for the Census 2000, the Census Bureau plans on implementing
"split" criteria guided by the location of the Census 2000 boundaries.
These "splitting" criteria are designed to ensure, to the greatest extent
possible, that urbanized areas defined for the Census 2000 continue to be
identified as separate urbanized areas for the 2010 Census, but only if
these urbanized areas continue to qualify as urbanized under the 2010 urban
area delineation criteria.
Also, the final 2010 Census urban area delineation criteria are currently
in review by the legal office of the US Department of Commerce and are
expected to be published in the Federal Register soon (September).
